The Observatory is the evidence infrastructure behind EWSRC research: an open, structured record of critical-infrastructure cyber incidents mapped across all 16CISA sectors plus Space Systems. Incidents are connected by actor, sector and geography — an interactive Threat Atlas — allowing patterns to be examined across infrastructure silos rather than inside them. Spanning 30+ years of incident history, it is maintained at 16sectors.org as an open resource for defenders and researchers.

Christopher Braccia is a national-security and cyber-policy researcher studying nation-state operations against critical infrastructure, across critical infrastructure sectors and the Indo-Pacific. His work combines more than twelve years of U.S.–Southeast Asia experience with direct professional work across 7 of the 16 U.S. critical-infrastructure sectors.
He created and maintains The Observatory and is the author of From Vietnam to Volt Typhoon, Algorithmic Siege, Severed Above and Belowand other research on infrastructure threats, strategic competition and emerging technology. His work has been cited by the UK National Cyber Security Centre's Office of the CTO and syndicated internationally.
